Get a download link for an attachment

The attachment's details and a link that downloads it, valid for 5 minutes.

Full access and read only keys can call this. Sending access keys cannot. Key permissions lists the extra rules some calls have.

The attachment's details and a link that downloads it, valid for 5 minutes. Anyone holding the link can fetch the file until it expires, so do not log or share it. The link sends HTML, SVG and other active types as application/octet-stream. Scoped like the message itself; anything the key may not read answers 404.
